PMO as a Service: How adesso Bulgaria’s Project Office Became a Backbone for Internal Teams and Customers

When projects grow and complexity increases, the challenge is no longer only what to deliver – but how to keep everything around delivery under control: budgets, timesheets, reporting, staffing, risks, governance. That’s exactly where the Project Management Office (PMO) at adesso Bulgaria comes in.

What started as an internal shared service to relieve project structures at adesso has evolved into a full PMO as a Service offering for our customers – fully integrated into their ecosystems and SmartShore setups.

From Ad-Hoc Backoffice to Methodical PMO

Originally, many teams at adesso handled operational project topics in a fragmented way: ad-hoc support, “someone” doing a bit of back-office work next to their core role, Excel lists owned by individuals. This worked – but it wasn’t scalable, and it tied up valuable expert capacity.

To change this, adesso Bulgaria started building a dedicated PMO team:

  • Methodically trained colleagues with solid project management know-how, not just administrative skills
  • Bilingual in German and English, able to support DACH-based teams and international projects alike
  • Focused on creating structure, transparency and relief for project and program management.

The idea was clear: instead of improvised admin support, provide a professional, standardized PMO service that picks up the pace and allows project managers to concentrate on leadership, content and stakeholders.

The internal feedback and outcomes were strong – more transparency, smoother billing, fewer surprises in budgets and risks. Based on these results, PMO as a Service became a central part of the Project Management portfolio at adesso Bulgaria.

From Internal Success to Customer-Facing Service

After proving the concept internally, PMO at adesso Bulgaria was rolled out as a customer-facing service component within our Project Management portfolio.

Today, PMO as a Service is used in different setups:

  • As support for adesso-led projects, where PMO manages the admin and processes for our own project teams
  • As an embedded function in the customer’s ecosystem, bridging between multiple service providers and internal stakeholders
  • As a shared service supporting both adesso and customer teams across a program or portfolio

In some engagements, our PMO colleagues go far beyond “backlog task processing”: they are involved from day one, helping to design smooth project processes up front, instead of only reacting later. They help define reporting rhythms, set up tools and dashboards, align timesheet and billing logic, and establish governance structures that scale with the project.

Because they are fully integrated into the customer’s environment - tools, processes, and teams - they often act as a neutral coordination layer between several delivery partners, ensuring that information flows, risks are visible and operational friction is reduced.

When Does PMO as a Service Make Sense?

The PMO team is part of the over 30 people strong Project Management domain at adesso Bulgaria, which includes Project Management, PMO, Business Analysis, Requirements Engineering, UX/UI and Agile/Scrum roles. PMO as a Service is particularly valuable when:

  • Project managers are overloaded with operational tasks and need relief to focus on leadership and decision-making
  • Several teams or suppliers are involved, and central operational coordination is required
  • There are strict requirements around reporting, compliance, governance and billing
  • Organizations want to standardize project processes across multiple initiatives or locations
  • Experience in distributed, nearshore delivery models as part of the adesso Global Delivery Model is required

For internal adesso units, PMO as a Service offers scalable support - without having to build separate PMO capacity in every team. For customers, it provides an experienced, bilingual operations layer that helps ensure that projects not only have a strong delivery team, but also the structure, transparency, and governance required for long-term success.

The Next Evolution: PMO in an Agentic Project Lifecycle

AI can already support a range of PMO-related activities, including the automated creation of project charters, the extraction of action items from meeting transcripts and consistency checks across governance documents. In controlling, budget management and billing, relevant use cases include anomaly detection in timesheets and budgets, natural-language queries on controlling data and automated invoice draft preparation. AI can also assist with status report drafts, KPI summaries for steering committees, predictive risk identification, staffing matching, meeting coordination and chatbots for routine stakeholder questions.

The underlying principle is not to replace the PMO’s governance function, but to shift its focus. AI agents can take over repetitive tasks involving information consolidation, monitoring and workflow support, while PMO professionals concentrate on governance, escalation and the situations that require human judgement - the critical “20%” that cannot be managed effectively through automation alone. In SmartShore and Global Delivery setups, standardized PMO structures can provide the governance foundation needed to scale these increasingly AI-enabled and, over time, more agentic project processes across teams, locations and delivery partners.
